E-Invoicing
Upcoming Mandates:
Spain E-invoicing mandate takes effect in 2024 for very large businesses and 2025 for smaller businesses. This regulation affects every company in Spain, regardless of where they are located. Mandatory only for B2B transactions. The law has already been approved and the implementation process has two steps:
- Mandatory from 2024 for companies with a turnover higher than 8 Million a year.
- Mandatory from 2025 for companies with a turnover lower than 8 Million a year.
Fiscalisation Receipts
The Basque region mandates the use of the TicketBAI system (regional tax authority platform) for fiscalisation purposes, with the need to send all tax information to the provincial treasury.
This only affects companies with legal addresses in the Basque country. The implementation process has started and will be mandatory as of January 2024 for all companies regardless of their size or yearly turnover.

- The billing system must be equipped with a TicketBAI guarantor software.
- An XML or “TicketBAI File” is generated and electronically signed using a digital certificate.
- The XML Files are automatically sent to the corresponding tax authorities.
- The issued invoice contains the new TBAI ID and QR codes.

Guest Reporting
Current Mandates:
A nightly police report is required by various police departments in Spain for all guests staying at hospitality businesses in Spain. In the Basque region, this needs to be submitted via the Ertzaintza police portal.
