Guest Reporting
Current Mandates:
Italy requires hotels to submit a daily report of guests in the hotel.
Partner Solutions:
- Cloudbeds Integration (preferred method): Cloudbeds has a direct integration to the Polizia di Stato that will sync guest data upon check-in
- Cloudbeds Manual Report: Cloudbeds currently supports the manual export of Italy Police report data (Polizia di Stato)
Statistical Reporting
Current Mandates:
Properties in Italy are required to report all guests who stay overnight to the Italian National Statistical Institute (ISTAT reports). The frequency for this overall is monthly; however, each Italian province defines its own way of collecting data. ROSS 1000 (report format) is the collection method in many but not all provinces.

E-Invoicing
Current Mandates
Italy mandates that all invoices be digitally signed (via a certified provider) and uploaded to the Italian tax authorities, namely Agenzia delle Entrate. Properties are also required to legally archive said invoices for a certain number of years. This can be done for free by Casseto Fiscale through the government and/or through private providers that are certified for such services in Italy.

Fiscalisation Receipts
Current Mandates:
Italy requires that receipts given to customers be digitally recorded by the government. Once fiscalised, the receipt given to a customer (physical paper or digital image via text, email, etc.) must contain a government-recorded number. Specialized physical hardware (e.g., by EPSON) is often required to print these receipts; however, this can be done digitally without needing a fiscal printer.
Cloudbeds is working on a direct integration with EPSON fiscal printers to allow printing fiscal receipts through these devices. This integration is currently in a limited-release (pilot) phase and is not yet generally available to all properties.

Below is a simplified Q&A to help properties understand the new fiscal requirements coming into effect in Italy in 2026.
What is changing in 2026?
In 2026, Italian merchants must connect their registered electronic cash registers (ECRs/fiscal devices) with their electronic payment instruments (such as POS terminals) using the online pairing service provided by the Agenzia delle Entrate.
When is the actual compliance deadline?
For payment instruments already in use on January 1, 2026 (or used during January 2026), there will be a grace period of 45 days starting from the date the Agenzia delle Entrate publishes the pairing portal. The portal is expected to go live around March 2026, which would place the earliest compliance deadline around mid-May 2026.
What about new POS terminals purchased after 2026?
Once the system is fully operational, newly activated payment instruments must be paired within a specific window: between the 6th day of the second month after the device is first used and the last business day of that same month.
Does this requirement replace fiscal device or fiscal receipt obligations?
No. These rules do not replace existing fiscalisation requirements. They introduce an additional obligation: merchants must link their ECR/fiscal device with their POS terminals through the government portal.
Will Cloudbeds be compliant with the new requirement by January 2026?
While the regulation formally takes effect on January 1, 2026, the Italian Revenue Agency has indicated that the online pairing service will become available around March 2026. A legally defined grace period of 45 days applies after the portal launch.
Based on this timeline, Cloudbeds expects to have a compliant solution using EPSON fiscal printers by the May 2026 deadline.

Cloudbeds is working on two related areas that support Italian fiscalisation:

Epson Printer Integration
We are currently running a fiscal printer pilot program to ensure stability and compliance. We do not yet have a final date for full availability, but we anticipate finalizing this process in 2026-Q1. We are dedicating resources to expedite the pilot and move to general availability as quickly as possible, and will be communicating progress.
You can prepare for this integration by doing two things.- If you are concerned about compliance needs, you can begin to use the fiscal printer manually or use the FPMate software to create compliant receipts.
- Ensure the taxes in Cloudbeds' system are correctly set up to match the various taxes required in Italy and your region.
- If you are not already using FPMate software with your Epson printer, contact your Epson vendor to help get this installed and configured.

POS & Payment Instrument Pairing
The new Italian government requirements mandate the electronic pairing of your payment device (electronic payment terminal) and your fiscal device (Epson printer or online procedure) using the Italian Revenue Agency's online service to ensure compliance with the daily transaction data transmission obligations.
