On September 16, 2025, the Brazilian Ministry of Tourism announced a new mandatory digital guest reporting system called Ficha Nacional de Registro de Hóspedes (FNRH).
All lodging properties in Brazil must adopt this new system within 90 days, setting the deadline at February 28, 2026.
Cloudbeds will build an API integration to support this requirement and ensure our customers remain compliant.
What is the FNRH Digital?
The National Guest Registration System (SNRHos), developed by the Ministry of Tourism in partnership with Serpro, replaces the traditional paper-based FNRH.
This digital platform streamlines guest registration and reporting, offering:
- Check-in, and check-out functionality, making the process faster and more efficient for both properties and guests.
- Electronic submission of mandatory guest information, as required by Law No. 11.771/2008 and Decree No. 7.381/2010.
- Secure data handling by the federal government to better identify traveler profiles, monitor hotel occupancy rates, and produce more accurate tourism statistics to support national policy development.
NOTE: Pre-check-in functionality is not currently supported.
What the Law Requires
- Guest information must be sent to the government at check-in, check-out, and whenever guest details are updated.
- Cloudbeds will automatically sync this information with FNRH - no manual submission will be needed from the property.
- In case of a sync failure (e.g. invalid data or connectivity issue), Cloudbeds will provide a tool to review and resubmit the data.
What Customers Must Do
- Register on the FNRH / SNRHos portal: hospedagem.turismo.gov.br
- Provide Cloudbeds with:
- API User (Usuário)
- API Key (Chave)
These credentials allow Cloudbeds to securely transmit guest and reservation data to the government on their behalf.
