Portugal - Statistical Reports (INE) - Setup and usage guide

Overview

This document provides instructions on how to set up “Portugal - Statistical Reports (INE)”, the application developed by Cloudbeds that automatically sends statistical reports to “Insituto Nacional de Estatística de Portugal”.

How to connect

Register a Webinq

Prior to connecting the app, the user must have a user and password from Webinq. A link to a PDF with instructions can be found on this page within Webinq’s website:

After getting a username and password, you can proceed to connect the app.

Connect the app in the Marketplace

  1. Connect the Portugal Statistical Reports (INE) app in the Marketplace: How to Connect an App to Cloudbeds PMS.
  2. You will be prompted to select the property to which you want to connect the app.

  1. Once the connection process has finished, you will be redirected to the Connected Apps section. Click App Page.
  2. From the app, click Settings

Configuring the Integration

All configuration is managed from the integration's Settings page. You must complete all required fields before reports can be generated.

INE Credentials

These are the same credentials you use to log in to https://webinq.ine.pt.

Field Description
Code Your INE user code (9 characters)
Password Your INE account password (8–15 characters)
Unit Your INE unit identifier (e.g. 5109340800023)

After entering your credentials, click Test Credentials to verify that the integration can connect successfully to the INE portal. It must display Credentials are valid to proceed, he integration will not generate reports if the credentials are invalid.  

⚠️Configuration warning: If any required field is missing, the settings page will display a warning banner listing each incomplete field. Reports will not be generated until all issues are resolved.

Establishment Classification

These fields identify your property type in INE's system and must match your official INE registration.

Economic Activity — Select the category that corresponds to your establishment type:

  • (55101) Hotels, except rural hotels
  • (55102) Hotel-apartments
  • (55103) Pousadas
  • (55104) Tourist villages
  • (55105) Tourist apartments
  • (55106) Rural hotels
  • (55107) Other hotel establishments
  • (55201) Furnished accommodation for tourists
  • (55202) Accommodation in rural tourism establishments, except rural hotels
  • (55203) Accommodation in housing tourism establishments
  • (55204) Lodging establishments, except hostels
  • (55205) Hostels
  • (55206) Holiday camps and colonies
  • (55207) Other short-stay accommodation

Establishment Code — Select the category that corresponds to your property's classification. The valid codes depend on the Economic Activity you selected above — refer to the table below to find the right code for your establishment type:

55101 – Hotels, except rural hotels 1, 2, 3, 4, 5 (star rating)
55102 – Hotel-apartments 1, 2, 3, 4, 5 (star rating)
55103 – Pousadas X (no category)
55104 – Tourist villages 1, 2, 3, 4, 5 (star rating)
55105 – Tourist apartments 1, 2, 3, 4, 5 (star rating)
55106 – Rural hotels 1, 2, 3, 4, 5 (star rating)
55107 – Other hotel establishments 1, 2, 3, 4, 5 (star rating)
55201 – Furnished accommodation for tourists A, B (Tourist Villas) · K, O (Apartments) · Y (Rooms)
55202 – Rural tourism accommodation G, H (Country Houses) · I, J (Agro-Tourism) · P, Q (Other TER)
55203 – Housing tourism establishments E, F (Housing Tourism)
55204 – Lodging establishments, except hostels V, W (Lodging Establishments)
55205 – Hostels T, U (Hostels)
55206 – Holiday camps and colonies X (no category)
55207 – Other short-stay accommodation X (no category)

Two optional characteristics can be flagged for your property:

  • Has rooms accessible to persons with reduced mobility, including wheelchair users — Check this box if your property includes at least one accessible room.
  • This establishment operates seasonally — Check this box if your property does not operate year-round.

Activity Status

This section records the current operational state of your establishment for INE reporting purposes. Select the status that applies:

Active statuses:

  • Awaiting start of activity
  • In activity
  • New company (various formation types: effective birth, split-dissolution, simple split, split-merger, merger-dissolution, transformation)
  • Existing company (restructuring or reactivation)
  • Seasonal activity

Inactive / closing statuses:

  • Suspended activity
  • Cessation of activity
  • Definitive cessation (various types: Bankruptcy/Liquidation, split-dissolution, split-merger, merger-dissolution, transformation, merger-incorporation)

If your activity status involves a suspension, you must also complete:

Field Description
Activity suspended on Date when the suspension began
End of suspension Date when activity is expected to resume
Reason for suspension/restart/cessation Select from: Works, Renovation, Inspection, Legal issues, Change of management, Other, Student accommodation (more than 6 months), or Residential use (more than one year)

Accommodation Capacity

Once you select an Economic Activity, a new Accommodation Capacity section appears where you map each of your Cloudbeds room types to their physical bed configuration. This mapping is required — at least one room type must be configured before reports can be generated.

For each room type listed, enter the number of Single Beds and Double Beds it contains.

For the following Economic Activities, an additional Type (T0–T6) column appears. You must assign each room type to the corresponding Portuguese apartment typology:

  • 55104 – Tourist villages
  • 55105 – Tourist apartments
  • 55201 – Furnished accommodation for tourists (Tourist Villas and Apartments only — not Rooms/Y)
  • 55202 – Rural tourism accommodation (all categories)

All other Economic Activities (55101–55103, 55106–55107, 55203–55207) only require Single and Double bed counts.

Type Meaning
T0/V0 Studio (no separate bedroom)
T1/V1 1 bedroom
T2/V2 2 bedrooms
T3/V3 3 bedrooms
T4/V4 4 bedrooms
T5/V5 5 bedrooms
T6/V6 6 or more bedrooms

This typology is not required for hotel-type establishments in the 551xx range (55101–55107).

   Room mapping is required. If no room types are mapped, the configuration warning banner will include "Room mapping is not configured — at least one room type must be mapped" and reports will not be generated.

Submit the changes when you’re ready:

Now that the app is connected, you’ve gone through all the app settings and submitted the changes, the app will automatically generate and upload the report to INE’s Webinq on the first day of each month.
