This article explains how the INE Statistics integration works in daily use: which settings are required, how reports are generated and submitted, and how to diagnose and resolve the most common issues.

Overview
In Portugal, accommodation providers are legally required to submit monthly statistical reports to the INE (Instituto Nacional de Estatística) via the webinq.ine.pt portal. This integration automates the generation and submission of those reports directly from your Cloudbeds property data.
Required Guest Details
INE reports break down monthly guest counts by country of origin, so the integration relies on accurate guest data in your Cloudbeds PMS. The following field is required for every guest in order for their stay to be included in the report:
- Country - The guest's country of origin. Guests without a country are reported to INE as unknown nationality, which is permitted up to a limit of 5% of your monthly guests. If too many guests are missing this field, your report may be rejected by INE.
Make sure your front desk team captures the guest's country at check-in or reservation time. You can verify and update this in the guest profile within Cloudbeds PMS.
Report Submission
Reports are submitted monthly to INE and cover all guest activity for the selected period.
Automatic Submission
Once the integration is fully configured and enabled, reports are generated and submitted automatically each month. No manual action is required for routine reporting.
Manual Submission
If you need to submit or resubmit a report for a specific month (for example, to correct an error or submit a late report), use the Report Submission section:
- Select the Year from the dropdown.
- Select the Month from the dropdown.
- Click Submit Report.
The integration will generate and submit the report for the selected period directly to INE.
Failed Reports
The Failed Reports section at the bottom of the settings page lists any submissions that did not complete successfully. Each failed month appears as its own entry with a Retry button. To resubmit, correct the underlying issue first (such as invalid credentials, missing guest country, or incomplete room mapping), then click the Retry button for that month directly from this section.
Troubleshooting
Reading error messages in Integration Sync
When the integration encounters a problem, it posts a message to your property's Integration Sync log, visible at:
Account→ Utilities
→ Integration Sync. Each entry shows a description, details, and the date it occurred. The table below maps the messages you may see to their cause and fix:

The banner lists every required field that is missing. Fill in all flagged fields - Code, Password, Unit, Economic Activity, and Establishment Code - then save your settings. The warning will clear once all fields are complete.
- Verify that your Code, Password, and Unit match exactly what you use to log in to https://webinq.ine.pt.
- Check that your INE account is active and not locked.
- Confirm your Unit identifier - this is not the same as your property name; it is the numeric identifier assigned to your establishment by INE.
- Confirm that the integration is shown as Enabled at the top of the settings page.
- Verify that all required configuration fields are complete and the credential test passes.
Check the Failed Reports section to see if the submission was attempted but failed, and review the associated error.
INE allows up to 5% of monthly guests to have no country recorded. If you exceed that threshold, the report may be rejected. Review recent reservations in Cloudbeds PMS, add the missing country to each guest profile, and resubmit the report for that month using the Retry button or the manual submission tool.
Review the error message for the failed report. Common causes include:
- Invalid credentials - Re-enter and test your INE credentials.
- Incorrect establishment classification - Verify your Economic Activity and Establishment Code match your INE registration. Not all codes are valid for every Economic Activity; refer to the mapping table in the Establishment Classification section to confirm you've selected a valid combination.
- Too many guests with unknown nationality - INE allows up to 5% of guests to have no country recorded. If that threshold is exceeded, the report may be rejected. Update guest profiles in Cloudbeds PMS to add the missing countries and resubmit.

Room mapping missing - If the Accommodation Capacity section has no mapped room types, the report cannot be generated. Configure the bed counts for at least one room type and save.
Once the issue is resolved, click the Retry button next to the failed entry in the Failed Reports section, or use the manual submission tool to resubmit the affected month.

"Micro" refers to micro-enterprises under Portuguese classification - typically very small establishments. For most non-hotel accommodation types there are two options: a standard code (e.g. T for Hostel) and a micro variant (e.g. U for Hostel - Micro). If you are unsure which applies to your property, refer to your official INE registration documents or contact INE directly.
Yes. You should check the This establishment operates seasonally checkbox and set your Activity Status to Seasonal activity during inactive periods. INE still expects a report for each month, even if occupancy is zero

The T-typology is the Portuguese standard for classifying apartments by number of bedrooms (T0 = studio, T1 = 1 bedroom, and so on). It is only required for non-hotel accommodation types (552xx). If you are unsure, refer to your property's official INE registration or your local tourism authority documentation.
